Failed to import the MOGRT due to Adobe version compatibility. Please upgrade to Adobe Premiere Pro CC 2023 or later.
here is why it happens and what you can do instead.
Why CC 2023 is required
Our editable templates for Premiere are MOGRT files (Motion Graphics Templates). A MOGRT carries the animation plus the controls you edit - text, colors, fonts, photos - and Adobe changed that format over the years. Templates built with the current Essential Graphics feature set simply cannot be opened by Premiere Pro CC 2022 and older; Premiere rejects the file, and the plugin reports the version error.
This is a limitation in Premiere itself, not a broken download. The same item imports fine on CC 2023 and later. Reinstalling Pack Manager or redownloading the pack will not change it.
What the plugin already does for you
When an item also has a prerendered video version, we do not fail at all - the plugin imports the video automatically and tells you:
MOGRT requires Premiere Pro CC 2023 or later. Imported the prerendered video version instead.
So when you see the hard error, that item has no video version to fall back to.
Workarounds if you cannot update Premiere

Use the video versions. Most animations exist as ready-made video files. In Premiere, right-click the item in Pack Manager and choose to import it as video - that works on any Premiere version. Video packs (overlays, VFX, transitions, backgrounds) work this way out of the box. Trade-off: a video is not editable, so you cannot change the text or colors.

Use the Standalone app. AEJuice Standalone shows every item that exists in a universal video format, independent of Premiere and its version. Download the clip there and drag it into your timeline like any other footage.

Edit it in After Effects. If you have AE, import the item there, change the text and colors, export a video, and bring that into Premiere: https://youtu.be/MK2EGebI5X0
The full fix is still to update Premiere Pro to CC 2023 or later, which restores the editable templates and their controls.
