VEED is a browser video editor with subtitles built in. Nothing to install, works on any machine, and useful for teams where not everyone owns editing software. If that is your situation, it does the job.
For anyone already editing in After Effects or Premiere it is a detour: export, upload, caption, download, re-import, and the captions are baked into the file you get back. AEJuice Auto Captions is a plugin - captions land on the sequence you already have, only the extracted audio is uploaded, and it starts at $9 a month against $20.
