swithcing layers up and down in premier pro shortcut

hello I’m looking for a shortcut to move layers more easily in Premiere. For example, I want to raise the bottom layer. In Premiere there is alt+up/down shortcut, but by doing this, the bottom layer will go on top of other layers and those layers will disappear. Whereas with the alt+ctrl+up/down shortcut I can do this in After Effects by moving the layers and not deleting them.

Now, what are the shorts that move layers without removing them in Premiere?
