After Effects:
Import the preset from the target zoom tab - Select it - hit ‘Select a layer with Zoom transition’ (target icon at the bottom) - set in or out point - Enjoy 
Premiere Pro:
There is no feature to set in/out points
Standalone:
The pack is not compatible with a Standalone version of Pack Manager
